The Regional Award in the sphere of architecture, heraldry, vexillology, and decorative and applied art named after Yakiv Pauchenko was initiated by the Kirovohrad Regional Council (resolution from May 31, 2002, № 36) on the application of Kirovohrad Regional Organization of the National Union of Architects of Ukraine, Kirovohrad Regional Department of Ukrainian Heraldic Society and Kirovohrad Regional Organization of the National Union of Artists of Ukraine.
The award is given in three nominations: "architecture", "heraldry and vexillology", "decorative and applied arts". The award is given for:
    - in the nomination “architecture” - for putting into operation facilities of architecture and town building, including industrial facilities, reconstruction, and restoration of historical monuments and monuments of landscape architecture, construction (restoration) of which has considerably influenced the shaping of the aesthetic environment of communities of the region, has set an example of usage of advanced modern technology, designs, and materials and has a significant historical and architectural value, etc.;
    - in the nomination “heraldry and vexillology” - for realized projects: symbols of territorial communities of the region (coat of arms, flags, logos, decorations of different degrees, etc.); renewal of historical symbols of the region (on conditions of practical application by regional territorial communities); symbols which are employed on architectural objects, put into operation in interiors and objects of landscape architecture, have a significant historical and artistic value, etc.;
    - in the nomination “decorative and applied arts” – for carpet and textile works, the three-dimensional composition from metal, wood, clay, stone, glass, etc. which are employed on architectural objects put into operation, in interiors and objects of landscape architecture, which have a significant historical and artistic value, etc.
    According to the resolution from August 22, 2017 No.362, the award is given on March 21, on the day of birth of the architect Yakiv Pauchenko. The winners receive the title of “Laureate of the Regional Award in the sphere of architecture, heraldry, vexillology and decorative and applied art named after Yakiv Pauchenko”, certificate, pecuniary reward, the honorary prize of the Regional Council and the Regional State Administration - a statuette of "Steppe eagle".

in the nomination “decorative and applied arts”

    Creative works in the techniques of patchwork and art-quilling that are based on folk traditions of textile mosaics that are actively brought into modern decorative and applied arts as folklore romanticism – original compositions made from fabrics of different texture using traditional methods of ancient folk, modern, and author’s techniques.
    The author: Kryvenko Liudmyla Ivanivna (born 1948), Kropyvnytskyi town – a master of decorative and applied arts, graduated from the Moscow Polygraphic Institute, the Department of Printed Issues Editing (1971), a participant of the national, international, and foreign exhibitions and festivals of decorative and applied and textile arts.

    Creative work-reconstruction “Collection of pysanky (decorated Easter egg) of Yelisavethrad povit (district) Kherson huberniia (governorate), collected by V.Yastrebov between 1889-1895” in the technique of decorative painting of pysanka – accurate copies of pysanky collected by a prominent ethnographer and local art historian VolodymyrYastrebov on the territory of the modern Kirovohrad region. The collection includes 31 pysanky made in traditional wax technique by aniline dye on the shells of the chicken eggs.
    The author: Storozhenko Tetiana Oleskandrivna (born 1983), Kropyvnytskyi town – a member of the National Union of the Masters of Folk Art of Ukraine, the head of the School of Art “Sovushka”, graduated from Kirovohrad State Pedagogical University named after Volodymyr Vynnychenko, the Department of Psychology and Pedagogics (2005), a participant of the national exhibitions of decorative and applied arts and festivals of pysanky.

    The works of decorative and applied art, documental, and printed materials about the nominees are shown at the exhibition hall of the museum.
