Tovkailo Volodymyr (born in 1966) Svitlovodsk, Kirovohrad region.Member of the National Union of Artists of Ukraine. Graduated from the Dnipropetrovsk State Art School named after E. Vuchetych, now Dnipropetrovsk Vocational College of Arts and Culture (1986).
