Valeriy Pavlovych Nikitinskyy (born 23.02.1951), Kirovograd - a member of Ukrainian Heraldic Society, art designer, chief artist of Kirovograd branch of Kyiv art-industrial enterprise (1985-1988), graduated from Dnipropetrovsk Institute of Civil Engineering, now Prydniprovsk State Academy of Civil Engineering and Architecture, majoring in “architecture” (1979) – for the creation of the projects of symbols of Mala Viska district, town of Oleksandria (in co-athourship) and the village of Golovkivka, Oleksandria district, Kirovograd region.
